As the next seven-year EU budget (the Multi-annual Financial Framework, or MFF) is being negotiated, Europe is on track to become the largest public-sector supporter of public-interest information ecosystems globally. This shift comes as US government support declines and private philanthropy becomes more cautious. This panel will situate journalism within the EU budget debate, briefly outlining the three main funding envelopes relevant to media, where negotiations currently stand, and how sustained advocacy is trying to move journalism from the margins toward the centre of EU policy.
Beyond budget mechanics, the discussion will address deeper questions. Why does it make strategic sense for Europe to invest in public-interest information (inside and outside the EU)? And how will Europe's increasing role affect the global information ecosystem?
The panel will examine the democratic, economic, and geopolitical rationale, including resilience against near-peer adversaries and the EU’s role as a global normative power. Speakers will also explore how the EU currently funds media (largely through grants) and what alternative or complementary instruments could look like in the next budget cycle, from longer-term structural support to new financing models.

Diego Agúndez is the head of the Multimedia and News media sector at the Directorate-General for Communications Networks Content and Technology at the European Commission. This sector provides support to news media and aims to increase citizens’ access to quality news content across the Union. Diego joined the European Commission in 2012. Prior to this, he worked as a correspondent in South Asia for a period of six years. He has authored different books and publications in both India and Spain.

Catarina Carvalho is the founder of Mensagem de Lisboa, a local community new media in Lisboa. And what a ride it has been, connecting the city dots, telling stories and contributing to “empathy” in the city. Mensagem has been serving communities throughout the city and focusing on underprivileged groups. Catarina was previously a media executive in traditional media in Portugal. She is on the board of the World Editors Forum (Wan-Ifra), is a PhD student, and was a visiting fellow at the Reuters Institute in Oxford.

Peter Erdelyi

Peter Erdelyi is the founding director of the Center for Sustainable Media. He is a media executive from Budapest, Hungary, with over 25 years of experience in journalism and media management. He consults for the Media Development Investment Fund and teaches digital media strategy at ELTE University in Budapest. As a Fellow at the Reuters Institute at the University of Oxford, he researched digital audience revenue strategies in countries where the media environment is under pressure. Over the past two decades, he has been involved in launching and running various digital outlets in Hungary and has served on the Executive Board of the European Digital Media Observatory. He holds an MSc from the London School of Economics.

Laura Moore

Laura Moore heads the Research and Evaluation Department at DW Akademie, Germany’s leading organization for international media development. With 15 years of experience in the field, Laura’s work focuses on media viability and the financing of journalism. She's the co-author of the Media Viability Manifesto, the first ever sector-wide framework to tackle the economic crisis facing journalism. In her book Measuring Global Media Freedom she analyzes existing press freedom rankings and suggests an improved tool for assessing media systems around the world. Laura has worked as a journalist for several German media outlets and was a newspaper reporter in Mexico.
