Telegram occupies a paradoxical position in the global media ecosystem. In much of the Western world, it is discussed primarily as a security challenge — associated with illicit markets, extremist networks, and opaque communities. In contrast, in countries such as Iran, Belarus, and Russia, Telegram remains one of the few platforms where independent journalism, dissent, and pluralistic debate can still reach mass audiences.
This session will explore Telegram’s complex dual role: as a vital refuge for public interest media in authoritarian regimes — and as a regulatory blind spot exploited by malign actors in more democratic environments. What happens to journalism in a platform without algorithms, established monetization tools, or transparent governance? How do media navigate a space that is at once radically free and radically unsafe? Can Telegram’s design be both a liberation and a liability?
We’ll examine case studies of independent newsrooms that have built large audiences on Telegram, explore how authoritarian states attempt to surveil or weaponize the platform, and discuss whether Telegram should be brought under global platform regulation — or treated as something fundamentally different.
The goal of the panel is to reframe Telegram in the eyes of the Western media ecosystem — not as a digital curiosity or a lawless frontier, but as one of the most politically charged and consequential information platforms of the post-platform era. This discussion will offer key insights for journalists, researchers, policymakers, and digital rights advocates navigating the fragile future of free expression online.

Roman Anin

Roman Anin is the co-founder and editor-in-chief of iStories Media. He began his career at the daily Novaya Gazeta where his stories revealed corruption and cronyism in the military, politics and business, including construction contracts for the Sochi Olympic Games. He was a member of the Pulitzer Prize-winning investigation Panama Papers, which uncovered $2 billion in secret offshore deals and loans that benefited the close circle of President Vladimir Putin. In 2019, he founded the independent investigative outlet Important Stories (iStories). iStories recently produced an investigation into Telegram’s infrastructure and its links to Russian authorities. Roman is the winner of the 2020 ICFJ Knight Trailblazer Award and the 2021 European Press Prize Investigative Reporting Award.

Rashid Gabdulhakov is an Assistant Professor at the Centre for Media and Journalism Studies at the University of Groningen in the Netherlands. His research interest lies in the domain of social media, disinformation, propaganda and surveillance. In 2021 Rashid defended his PhD with a cum laude distinction at Erasmus University Rotterdam, where studied the phenomenon of digital vigilantism. Rashid co-hosts the A Chat in the Yurt podcast and runs a personal blog - plovism.com - featuring pop science and recipes.

Maral Jekta

Maral Jekta is Managing Director of the JX Fund – European Fund for Journalism in Exile. Maral has several years of experience in managing and coordinating media and democracy projects in Germany and the MENA region. Most recently, she worked as a senior researcher and program lead for the online magazine Tehran Bureau, which reports on politics, society and corruption in Iran. Previously she worked for many years as a senior project manager at MiCT – Media in Cooperation & Transition, an international NGO that implements media projects in crisis and transition countries and advocates for press freedom, media development, and support for journalists in exile. The JX Fund supports exiled media outlets from countries where independent journalism is no longer possible due to repression, persecution, and censorship. The JX Fund was established by Reporters Without Borders, the Rudolf Augstein Foundation and the Schöpflin Foundation.
