As the secrecy at multi-billion dollar Big AI companies becomes increasingly apparent, it also becomes more and more clear that true accountability is going to rely on insiders coming forward with information for the public good. Just like notoriously Facebook or Theranos, journalists will be on the front line, working with dedicated and brave individuals who risk everything to share information. Big AI permeates all industry and government – where the source sits may not be obvious. And the information the source provides may be far more technical (and nebulous) than even the most seasoned tech investigative journalist may be prepared to develop into a story.
This panel is intended as an interactive discussion with tech whistleblowers, tech reporter and those who support tech and AI whistleblowers on a daily basis.
Together, we will explore such topics as:
Who is the AI insider and what is their motivation for coming forward?
What could AI whistleblowers learn from tech whistleblowers like Tyler Shultz and Frances Haugen?
What threats do potential AI insiders face – and how can you, as their journalist contact, mitigate those risks?
What regulations and laws will protect you and your Big AI source?
What resources are out there to help journalists working with AI whistleblowers? What have attendees found to be helpful?

Jennifer Gibson
Jennifer Gibson is the Legal Director of the Whistleblower Protection Program at The Signals Network. Jennifer is a US lawyer with over fifteen years’ experience investigating, litigating, and advocating on human rights. Most recently, she worked for Reprieve, where she led the organization’s work on extrajudicial killings carried out under the guise of national security. She worked closely with civilian victims of drone strikes in Pakistan, Yemen, Libya, and elsewhere, investigating their cases to secure accountability. Her work involved litigation before both domestic and international courts, as well as public and political advocacy aimed at holding powerful governments and corporations accountable for their roles in the abuses.
Delphine Halgand-Mishra
Delphine Halgand-Mishra is the Executive Director of The Signals Network, an international non-profit organization which supports whistleblowers and helps coordinate international media investigations that speak out against corporate misconduct and human rights abuses. She is a Shuttleworth Foundation fellow and a CIGI senior fellow as an expert on press freedom and regulatory frameworks for platforms. She was the lead rapporteur for the Forum on Information and Democracy’s report on infodemics, which offered 250 recommendations to governments and platforms on how to end infodemics. She served for six years as Reporters Without Borders’ North America Director, advocating for journalists, bloggers, and media rights worldwide. Delphine regularly appears on American (CNN, Fox News, PBS, Democracy Now!,..), foreign media (BBC World TV, Al Jazeera, France 24) and gives lectures and conferences at U.S. universities (Harvard, UCLA, Yale, Columbia) on issues of press freedom violations. Frances Haugen
Frances Haugen is an advocate for accountability and transparency in social media. She is a specialist in algorithmic product management, having worked on ranking algorithms at Google, Pinterest, Yelp and Facebook. In 2019, she was recruited to Facebook to be the lead Product Manager on the Civic Misinformation team, which dealt with issues related to democracy and misinformation, and later also worked on counter-espionage. During her time at Facebook, Frances became increasingly alarmed by the choices the company makes prioritizing their own profits over public safety and putting people's lives at risk. As a last resort and at great personal risk, Frances made the courageous decision to blow the whistle on Facebook. Billy Perrigo
Billy Perrigo is a tech correspondent at TIME magazine. He mostly writes about how artificial intelligence and social media platforms are reshaping our world. He broke the news that OpenAI used outsourced Kenyan workers earning less than $2 per hour to detoxify ChatGPT—work that left many of them traumatized. He was shortlisted for the Orwell Prize in 2022 for his article Inside Facebook's African Sweatshop. The details first revealed in that story are the basis of an ongoing lawsuit against Meta in Kenya, and preceded a successful vote to unionize by many of the affected workers.
